The proposal arises from the need to create a collective space that can merge with the areas of the building. It functions as an urban room for the reception of citizens, as a space of permanence that, at the same time, organizes its environment. The formal language of the proposal arises from spatial differentiation –thus variating scales–, program analysis and public-space approach. It is, ultimately, a project that seeks to create closer relationships between citizens and local authorities, room for exchange and permanence, and a sense of city and citizenship.
